  1. Brown the meat in olive oil, then add the garlic, onion, and peppers to soften. Stir in the flour to form a roux, then add the tomatoes and their juice, the corn, beef base, herbs, spices, and liquid smoke.
  2. Cover and simmer for 45 minutes, stirring occasionally. Add as much broth as necessary to achieve desired consistency.
  3. Plate, garnish with sour cream and cheese, and serve.
